Managements lesson from Covid-19 crisis





I am trying my best to stay Apolitical. However, when everyone is playing politics all around, its difficult. Still I will try to focus on Governance and not on Politics. Recently, Migrants have started to reach various part of the countries. A random test shows that around 7% in Bihar, and 25% of symptomatic patient in UP are Covid-19 Positive. It Shows that the violation of Quarantine of these migrants would eventually lead to Community transmission, which India seems to be avoiding(though certain pockets have reported the same. With 80% of Asymptomatic Covid-19 Positive, this community transmission could be dangerous for States/District ill Equipped with Medical facility. Owing to pathetic nature of Quarantine facility at places, migrants are running away and we have many untraceable migrants.
One more news regarding, pilgrimage tourist of a state witnessed Share increase in Covid-19 positive, when they reached home. Now the matter is settled. But the question remains.
The Question is to ponder about the duties and responsibilities of local administration in such cases. Once the crisis broke out, the first and foremost responsibility assigned to the local administration was to identify and help Extremely vulnerable people. These included
1. Beggars
2. Recently settled migrants
3. Tourist
I am including those people, who were without any kind of local support system. Slum dwellers, Chawl residents, migrants who had been living for more than 2-3 years becomes a part of a social system that reduces their vulnerability. They can easily be supported by awareness, PMJDY, PDS system etc. However, the extremely vulnerable group are more prone to fall covid-19 trap.
And This is where local administration should have actually focused on. Its sad that many State has failed in addressing this. Whats worse is that, tourist and migrants accounts for vital addition in GDP and by ignoring those, they have proven that, these are unwelcome. Many states will witness poor GDP growth from tourist and increase in labor cost owing to these, which will hamper their GDP growth and recovery.
Whats done is done. We cant Change that. But what can we actually do is to make it a case study and focus on better disaster mitigation in future. All DMs, Police force etc, should be made more aware and educated. I am sure that Covid-19 is not the first and it wont be last. Frequency of such pandemic is only going to increase, and those who will adapt better, will not only survive, but will rise.
Each Crisis(while its world war I or II,or other) resets the world order. The world order is about to be reset. India is in Pole position to take the lead. Can India do it ? Will All levels of Governance will learn from each other and emerge as a stronger opportunity is a thing to watch.
